              <text>The article presents a discussion about the history of special education for the handicapped people in the United States. During the time of President Lyndon Johnson, education was given priority. Laws focusing on the education of handicapped people, like the Education of the Handicapped Act, were implemented during that time. The hearings of the Carey Committee, led by New York Representative Hugh L. Carey, were conducted to assess the educational needs of the handicapped. Through the years, there was an increase in federal programs and dollars for the handicapped. There was also a change in public attitude and public policy towards the handicapped.</text>
