The report itself was written before the publication of Organic Law Nr. 13/2008 of 19 May 2008 amending and expanding Organic Law Nr 16/2004 of 19 June 2004 establishing the organisation, competence and functioning of Gacaca Courts charged with the prosecution and trying of the perpetrators of the crime of genocide and other crimes against humanity, committed between October 1, 1990 and December 31, 1994 as amended and complemented up to this date (Official Journal of 1 June 2008). All references to “the new Organic Bill” or “the future Gacaca Act” therefore should be read as references to Organic Law 13/2008, which at the time of writing this report had not yet been published.</text>
